DELAWARE: Civil Unions Pass House!
Tonight the Delaware House passed its civil unions bill by a vote of 26-15. The bill passed last week in the state Senate and is now expected to be signed by Gov. Jack Markell, after which it will go into effect on January 1st, 2012.

SB 30 will allow same-sex couples to enter into civil unions giving them all of the rights, benefits, and obligations of marriage under state law, but would not allow same-sex couples to obtain marriage licenses. Religious institutions may choose not to solemnize civil unions. Delaware will be the 8th state to offer civil unions or comprehensive domestic partnerships. After the bill is signed into law, it will take effect on Jan. 1, 2012. Currently, five states have laws providing an expansive form of state-level relationship recognition for gay and lesbian couples, without offering marriage. California, Nevada, New Jersey, Oregon, and Washington provide same-sex couples with access to almost of all the state level benefits and responsibilities of marriage, through either civil unions or domestic partnerships. Earlier this year, the governors of Hawaii and Illinois signed into law civil unions bills. Couples in Illinois can begin applying for civil union licenses on June 1, 2011 and in Hawaii couples can begin applying on Jan. 1, 2012. Same-sex couples do not receive federal rights and benefits in any state.

DELAWARE: Jury Awards Record $30M Settlement To Victim Of Priest Molestation
A jury in Delaware has awarded a record $30M settlement to a man who says that he was sexually assaulted by a Catholic priest more than 100 times while he was a boy. That is the highest amount ever awarded to a single plaintiff in any clergy abuse case. In an unusual turn, the judgment rules that the man's parish itself must pay $3M of the settlement, as the Diocese of Delaware conveniently declared bankruptcy last year in anticipation of the verdict.
Parishes have previously been held liable in only one or two cases involving abuse by Catholic priests, according to records kept by an advocacy group for victims known as bishopaccountability.org. It is usually the diocese or the religious order, not the parish, that is held responsible for damages. But the Diocese of Wilmington, which covers all of Delaware, declared bankruptcy last year just as the lawsuit was going to trial, so this lawsuit as well as more than 100 pending lawsuits against the diocese was frozen. The jury is set to hear evidence on punitive damages on Monday. Thomas S. Neuberger and Stephen J. Neuberger, father-son lawyers for the plaintiffs, say they have saved the most damning evidence for this phase, and that the award to the plaintiff could grow substantially beyond the compensatory damages.According to testimony, other priests in the man's parish were aware of the assaults, but did nothing.

UPDATE: In the several hours since Gawker's post went up, the story has exploded across the internet, yielding both widespread condemnation of Gawker for running the story and fevered attempts to identify its anonymous author. Which has happened. I'd agree that it's a sleazy story, but in the Department of Giving-A-Fuck, I'm filing this under: Do Not. This is a woman who went on a years-long campaign of demonizing gay people, telling that them that they were sick and that she had the cure: Jesus Christ. No blow is too low for these repulsive creatures.

Christine O'Donnell Confesses To Using Campaign Money For Personal Expenses

[O'Donnell] acknowledges using campaign money to pay part of the rent on her current town house. Her attorney maintains someone with the Federal Election Commission approved the arrangement, although the commission's rules say candidates can't use campaign money for their mortgage or rent "even if part of the residence is being used by the campaign."The watchdog group Citizens For Ethics in Washington responds: "Ms. O'Donnell has spent years embezzling money from her campaign to cover her personal expenses. Republicans and Democrats don't agree on much these days, but both sides should agree on one point: thieves belong in jail not the United States Senate."

O'Donnell: Repealing DADT Would Be Like Allowing Adultery In The Military
Via Wonkroom, here's what Christine O'Donnell said about DADT.
"A federal judge recently ruled that we have to overturn Don’t Ask Don’t Tell. There are a couple of things we need to say about that. First of all, judges should not be legislating from the bench. Second of all, it’s up to the military to set the policy that the military believes is in the best interest of unit cohesiveness and military readiness. The military already regulates personal behavior in that it doesn’t allow affairs to go on within your chain of command. It does not allow it you are married to have an adulterous affair within the military. So the military already regulates personal behavior because it feels that it is in the best interest of our military readiness.
